Retire in Portugal on $2,500 a month
Most “retire abroad” articles start from the destination and work backwards to a number that sounds low enough to be exciting. This one starts from your money. If you expect about $2,500 a month — close to an average Social Security check plus a modest pension — the question is not whether Portugal is lovely. It is whether $2,500 clears the visa bar and still leaves you living well. Short answer: in Portugal, yes, and comfortably outside the two biggest cities.
The visa bar: about $1,036 a month
Portugal’s retirement visa, the D7, asks a single applicant to show passive or recurring income at the level of the Portuguese minimum wage. For 2026 that wage is €920 a month, about $1,036 at the October 2026 exchange rate (€1 ≈ $1.13). A spouse adds fifty percent, so a couple shows about €1,380, roughly $1,554. The income does not have to come from a pension; Social Security counts.
So $2,500 a month clears the D7 bar with more than $1,400 to spare. The bar is the floor, not the budget — the real question is what a month actually costs.
What $2,500 covers, city by city
Cost-of-living figures below are from Numbeo’s October 2026 data, covering a single person’s groceries, transport, utilities and a one-bedroom city-centre rent, plus our range for a couple in the same apartment. Rents are the swing factor: Lisbon’s one-bedroom city-centre rent averaged €1,425 in October 2026, against €1,153 in Porto and €777 in Coimbra.

On $2,500, a single person lives well in all three, with Coimbra leaving the most over. For a couple, $2,500 covers Coimbra with room, runs tight in Porto, and does not stretch in Lisbon. That trade — trading the capital for a smaller city — is the single biggest lever your income has.
Where else $2,500 clears the bar
Portugal is the easy fit at this income, but it is not the only candidate. Spain’s non-lucrative visa asks for 400% of the IPREM index, about €2,400 or $2,700 a month for one person in 2026 — $2,500 falls short. Mexico’s temporary residency asks for roughly $4,400 a month in income, or about $74,700 in savings; consulates vary their reading by five to ten percent. Both are real options on a higher income, or for a household with more savings than income. At $2,500 a month of income alone, Portugal is the one that works.
What these numbers do not tell you
Three honest gaps. First, the D7 also wants savings on top of the monthly income, and the amount consulates accept varies. Second, visa thresholds move every year — Portugal’s bar rose from €870 to €920 between 2025 and 2026, and Numbeo’s rents are averages, not promises. Third, a budget line is not a life: healthcare enrolment, the timing of your appointment, and how you feel about winter in Coimbra are questions for a full plan, not a table.
